The initial steps include: cooperation agreement, MOU with County Attorney, victim notification and services, review materials from applicant, review entire law enforcement file, listen to and watch recorded interviews, review court proceedings and transcripts, consult experts, and review co-defendants' cases. The next steps include: interview witnesses, trial and appellate counsel, prior defense investigators, officers involved in the case and prosecutors, conduct forensic testing, consult experts again. And the final steps are: prepare a report and recommendation, meet with victims, meet with County Attorneys, meet with applicant's counsel, Attorney General reviews report, communicate final recommendation to victims and County Attorney, implement any recommended case correction in the district court.
